Freedom of expression is an expression of Freedom. 

Artists like De Buffet, Duchamp and recently Basquiat and Banksy who have attained fame and notoriety as well as great riches show how art can diversify and fulfil meaning to many. 
Art was freed from the constraints of formal art school training early in the 21C . In the Netherlands Cobra formed, in France the Fauves succeeded by the great of unrestricted expression of course, Picasso.
I have said before, everyone is an artist if they only knew how to express themselves. Picasso said he could paint like the great masters when he was 20 but it took him 40 years to learn how to paint like a child.
